The RS-18 & B&O unit are likley Goderich power. Interestingly, the “B&O” unit is lettered C&O. I had it on a Woodstock snowplow & the info out of London called it B&O & so did my train orders. I nearly crapped myself when I looked out Woodstock station window & realized it was lettered C&O. I figured my career was over. I decided to say nothing & nothing came of it. I still have the orders for “Work Extra B&O 4806 Snowplow”
I may be off with the exact number, as I recall the unit was blue like the 4828 but the situation was as described. I think the confusion was most of the leased GP-38s were blue & lettered B&O.
