The westbound "Atlantic" in entering the south (RR east) end of Rockingham Yard. 
If you look carefully, you will se a part of a RSC-14 just to the left of the nose of the FPA-4. It is on the tracks leading to the container pier in the Bedford Basin, and track to the Navy Yard.
Also note the MOW scooter on the right.
