Clearly the power plant in the background seems to have some railway significance. Could that spur be for loading coal cars at the plant? Great photo!
The boiler house served the station and related facilities (steam heat for the buildings and laid over passenger equipment stored on the two sub tracks ending at the station). It probably originally featured coal-fired boilers (hence the elevated spur) but in later years the coal dump was filled in and the boilers were oil-fired. I’ve seen another photo of the station with a tank car parked on the spur at the boiler house.
