Coal dust would wash off in rain. That has to be oil to adhere that finely and evenly. I’ve seen pix of this before and usually this would have been a trailing engine when a major malfunction of a unit ahead spews oil out the stack.. for an entire trip, corrections welcome
More than likely coal dust for sure. You can see the streaks from the coal sprayers on the cab
What do the coal sprayers spray? If it is oil this all makes sense. Water would evaporate eventually unless it freezes with coal dust…. and stays frozen othereise it would wash off in rain and streak. It’s not streaking so oil seems the likely applicator

A polymer is a chain of monomers most often sourced from synthetic or natural oils.
It could be sugar based but stickiness makes sense to have the coal dust stick to it… would this have been a dpu then?
It looks like 8782 was second up to an ALCO !

More likely that fellow at the coal loader sprayer was a little slow on the stop button.
It reminds me of when the TNT would blow up in Wile E. Coyote’s face.
My vote is also coal dust. CN had some cabooses that were black from being assigned to coal service for years. Looks like CP 8782 spent a lot of time as a dpu on a coal train!
