The crates look large enough for this to be a "dimensional" train. "Do Not Hump" can be seen on some of the crates.
The train is westbound on the CN Oakville sub north track approaching CN Bayview (Junction); vantage point is sidewalk of Plains Road (Wolfe Island bridge).
Only 1 of the 2 "Extra" lights above 9312's number boards is illuminated, several other pictures by Bill also show just 1 of the 2 illuminated.
CN 9312 was built in 1967 by GMD London, original number CN 4012. The 4000-series GP40's were renumbered as 9300's in 1981, below the GP40-2(L)W range starting at 9400.
