The double row of rivets on the tank head connection make this an ARA Type II tank car, most likely constructed in the 1930′s. Fusion welding of tanks was approved in 1941 and an accepted practice mid decade. This may be an ex IOX tank car; Procor (then known as Products Tank Line) purchased the Imperial Oil tank car fleet in 1952.
