This is the Algoma Steel Company "inside the Mill" centre cab #60. I do not know how many of these engines the steel company had, but they were rather hard to catch. I got lucky here. He was out, then back in before I could get another decent shot.
Since this image is over 40 years old, I also wonder if it and others are still employed.
The sprawling complex is now known as Essar Steel, Algoma Inc.

60, 61 were GE 110ton demonstrators for the so-called ‘SL’ industrial locomotive line during the mid1970s.
60 was sold in the mid1990s to Cleveland Electric Illuminating at Avon Lake OH, renumbered CEI 19. That facility was closed in early 2015, the loco is probably still on the property.
Algoma Steel 61 was sold in 1999 to nearby St Marys Paper.
