What was the reason to lease the CP power anyway? Judging from the latter days of NS in Ontario where anything led… it seems nothing was stopping NS from running anything into Canada unless they just stopped caring at the end of it all in ’06..
Wish I could help you on this but I do not really know. Many trains were solid CP, most CP/NS mixture and later became anything they could find, as you state.

The CP units were required, when NS took off the NW “Canada Only Cabooses” and went to EOT’s, the NS units were not able to comply with Canadian rules on dumping the air on the fly.
