DF 1663 was part of a group of 20 "DF" class units (1651-1670) built at GMD London in 1979, followed by 10 more units in 1981. EMD's model designation for them was GL22MC, a 12-645E powered 1650hp C-C trucked unit.

The rope might be there as a precautionary reminder to the workers that there is no side handrail. Nice size comparison.
