They almost look like markers for railroad ties that need to be replaced but they are too uniformly placed and markings are usually done with paint. I am not sure what those are.
Good question and wondered same. In speaking with some GO contract staff apparently the pink paint and ‘spikes’ on the centre line of each GO subdivision track are to allow engineering staff to monitor any movement of the roadbed and or track during construction of the new GO service facility. At some point an engineered wall / embankment will be built between the main line and the new service facility.

Interesting. I wonder why they would need a wall there? There is no walls at Mimico seperating the main line for GO or VIA.
