The new GO 2000-series Hawker Siddeley bilevels had been in service for a little over a year and a half, but since no matching bilevel cab cars were included in the 80-car order and GO ran all its trains in push-pull service, they either needed a locomotive at both ends, an old single level cab car, or an APCU at one end to lead in that direction from.
