This GP 40TC loco was sold off to Amtrak in 1988 and became their #196.

Until 1982, VIA’s Tempo cars used the same HEP voltage (575V) as all of GO’s fleet. This made it possible for CN/VIA to borrow a GO unit, and for GO to borrow one of the Tempo RS-18Ms.

Starting in 1982, the Tempo cars were converted to 480V HEP, which made them operable with VIA’s new LRC fleet as well as with Amtrak’s HEP fleet. Among other things, this allowed a mixture of VIA and Amtrak equipment to operate on the new “International”. Largely replaced by LRC units, the orange RS-18Ms were never converted and retired in March 1983; some of their last assignments saw them pulling conventional (blue & yellow) consists with SGUs.

There aren’t too many pictures out there of the reverse of this arrangement – a Tempo RS-18M leading GO cars – and while VIA definitely borrowed a GP40TC a number of times, I’ve never seen a shot of a GO F40PH leading Tempo equipment.
