It is powered by CN 9507 and CN 9401, from their fleet of GP40-2L(w) built without dynamic brakes.
The hopper car protects against rails sliding forward; this configuration is for transporting rail, not unloading it.
Brake smoke from the CWR cars is visible, heated during the descent of the Niagara Escarpment from Copetown.
The flexibility of the transported rails is evident as the train follows the zig-zag off the Dundas Sub. Even so, the stresses on the supporting track and wheel flanges must be significant.

Interesting seeing the flatcar and hopper car ahead of the CWR. Most CWR trains I have seen or worked has a bulkhead at one end of the train and nothing between the “feeder car”and the CWR.
The rails are actually secured from buff and draft movement by an anchor car in the centre of the train and loaded ribbon rail trains are restricted to 10mph moving through turnouts.
