In July 1978, the entire unionized N&W workforce went on strike. The strike expanded to some other railroads in solidarity and lasted over three months. During this time, N&W used management and some non-unionized workers to keep some trains moving. This is what the “scabs” graffiti is referencing. When this photo was taken, the strike would have just ended.
