To my knowledge, this was one of two SW1200's on the CN roster, however, only CN 7311 (assigned to the steel transfer facility in Mac Yard) is on the roster. Can anyone clarify if the 7304 is owned by CN?

Both should still be owned by CN, along with RT-110 (1394) that had been working at the recycling place at MacMillan Yard. They might be regarded as “trackmobiles” however (only used to switch/move cars around a local facility).
What’s more likely is the Steel Centre is wholly owned subsidiary of CN.
So the engine is assigned to the subsidiary, not to the Transportation department directly hence these do not show up on the CN roster.
