Looks like the original bell was replaced by that device between the (former) dynamic brake bulges. From the original bell bracket someone has hung a teddy bear.
The bridge in the distance is the Coast Meridian Overpass, opened March 2010. Its sidewalk provides some nice views of CP locomotives on the east side of the diesel shop in the morning, as well as yard activity - but it has inch pitch chainlink, so a good small camera is your best bet there.
