Some years ago, when Conrail (and before that, New York Central) has some presence in Niagara Falls, they ran transfers from Fort Erie/Welland over to the CN yard by way of the Niagara Industrial Lead, a line thru town that became history once the mainline thru the city's tourist area was removed. Here we see Conrail 7439 with a cut of hoppers crossing smack dab in the middle of the Bridge St/Victoria Av intersection in the Falls. Just in behind on the right one can see the elevated roadway over the CN Grimsby Sub. Such localized activity has all but vanished in the Falls, as it has in most railroad communities.
